Has the rest of Europe been as badly affected by the flooding as parts of the UK? What about Holland - with it being so low-lying has it not had terrible floods there?

In the Netherlands we have many heavy rains this summer, but the floods are mostly local.
After a few hours most the problems had been cleared. (But for the few people whose house has been flooded.)
The railways and motorways are all on dikes, so they are not as much influenced.
And we have had rains like this for a few years already, so most of the worst places have been taken care of, but after a heavy shower the viaducts in town are often out of use for a little while, because of water staying in them.

The lower laying parts are not as much of a problem, because they have been build to take care of the water.
It is where the towns are build near the rivers and in the flood-plains, like in England, where the most problems are.

The rest of Europe is NOT hot. I'm in Germany, it's been raining for weeks with a few days of sun scattered in. And it's COLD. But I haven't seen any flooding where I am. The Rhein carries off the extra water.

iNo because the Dutch learned from the technology they used to reclaim march lands way back in the 1700's. In this modern day they applied the same logic when faced the scenarios of flooding and built swathes of canals to accommodate the floods waters.

Successive governments have failed to provide adequate protection to prevent flooding and gave local authorities Carte Blanche to allow new builds on present flood plains.

Why were these flood plains and meadows built hundreds of years ago because the people of that time had far more common sense that does modern day man.
