Apparently, some people think so. Ah, the wonders of socialism:

Anger over NHS plan to give addicts iPods
DRUG addicts are to be offered gift vouchers and prizes on the National Health Service under plans by the government’s medicine watchdog to encourage them to stay clean.
The National Institute for Health and Clinical Excellence (Nice) will recommend the system of inducements, which could enable clinics to offer televisions and iPods as prizes, to tackle the burgeoning drugs problem. But patients denied drugs for blindness, Alzheimer’s and lung cancer under Nice rationing are likely to accuse it of wasting public money.

Drugs are part of life in this moment in time. Thousands of people up and down the country are sitting at this very moment in their front rooms with the drugs on the table. It doesn't matter if it's uppers or downers, there all out there. I've tried most of them all at some point in my life ( never touched heroin or crack ). I like the times I had on the drugs but to all those worried mothers and so on, We all make our own choices, at the time where we all try drugs, we know it's wrong but we mostly all take that risk. The point I'm making is no matter how much we tell our children how bad or wrong it is, when the time comes we will all make our own choice. Most people tell you drugs are wrong when you were young, but nobody ever explained to me what they were and why they were bad. So when I was growing up I started on hash and became hooked on it for several years. I loved it, them came the speed and ecstasy and so on. But there comes a time in everybody's life where you say to yourself....... enough is enough. Now I still take the odd smoke or E. But I don't chase that buzz anymore, I suppose it's like everything else, everything new is exciting at first and then you see it for what it really is. People realise this in their own time.

Um...
You seem to have missed the part where they are giving the out as an incentive to stay clean.
The cost of an ipod is much less than the cost of having to keep them in prison - even if it doen't work, we need to have a serious change in the way we deal with drug and alcohol addiction in this country.
Criminalizing it hasn't worked. Lets try treating it like a disease, which is what it is.

I think they should give them more realistic prizes- like kitchen supplies.
I understand after they stay clean for a while to give them some recreational stuff. I get where they are coming from but I don't think its the greatest or wisest idea

How stupid! When I was a teenager and my parents promised I could have something as long as I didn't do ____. Then I made sure I didn't do ____ just long enough to get the _____ that they promised me. Giving drug addicts a $400 gift is not going to stop them from doing drugs. In fact, they will turn that $400 gift into $200 at the pawn shop so they can get more drugs. Who comes up with these ideas!?

It is not a good idea. Even if you do give them a television and iPod, they might still steal televisions and iPods because they can make a lot of money from the stolen items.

It is obvious you have no understanding of addiction. So I don't see where your question has any merit. Being judgemental only adds to the problem. This is a health issue.

So if I pretend to be an addict, I can get a free iPod?
And the tax payers who are not addicts get to pay for it?
Wow. This would make the former head of the "American Socialist Party", Michael Harington, proud.
