This is perfectly alright, and a genuinely positive approach to implement changes for the purpose of refinement within a system. It is based upon a process of elimination, that can also be gradual, of the unworthy or harmful elements from a system.
In order to instantiate it as an example, imagine that you are a physician, and you have a patient to cure, what would you do? You might choose to strengthen his or her physical being in order that the body will eventually overcome the disease that would be 'voting for' the parts that are desirable, but under more desperate situations the measures more radical, and drastic in their method, sometimes the only option is to locate the element that is the cause of the illness and eliminate it or in your words ' vote against' it.
It is a positive approach because it is based upon the holistic acceptance of the organism may that be political, social or physical.

It's a shame there is no one ever worth voting for.
Voting against someone is usually voting for the face you like the most, so to speak! I would never have voted Blair, I think he's a war criminal, but to vote for the oposition, I do;t even know who he is!
If Brown gets us out of Iraq, I'll concider voting for him.

I've never heard that saying. But if that is like voting against the candidate you don't want, rather than voting for the one you want, I don't think it works. In the end, you'll split the voting block and end up electing the person you voted against. People have to learn to vote as a block FOR the person they want rather than just voting against who they don't want.

You vote for your most favored candidate that is still in the running, that doesn't have to mean that he/she is your favorite. If your guy or gal fails to make the primary, choose someone else.
