Get a big lump of modeling clay or plastacene and push it over the broken glass and connection - then you can unscrew it.

Turn off power,protect your eyes, a light bulb should fit in the socket of the shattered bulb,if not clean a bit, push up and turn counter clockwise it should come out easily.This worked for me at times when I couldn't budge the broken stub with flat nose pliers.

First turn off the light switch. Wad up some news paper and stick it in the socket or you can use a potato. Push in on the potato or newspaper and bulb and turn the bulb to unscrew it.

Get a pair of needle nose plyers(Insulated) and apply pressure outward and turn couterclock wise.I have removed many broken bulbs this way.If you are not comfortable with that then find fuse box and turn off.You say how will I know if it is to that outlet?They usually run those in a group of that section of the house or apt.Most of the time they will be labeled.I hope this will help.

With the power off:
Cut one end of a potato off.
Shove the potato on broken bulb.
sunscrew bulb, discard all.

With a pair of insulated pliers.
If it is a screw-in type (called Edison Screw), put some downward pressure and turn anti-clockwise.
If it is a bayonet type, do the same then pull it out.
As a safety precaution it is best to switch off at the consumer unit (fuse box).

DON'T use anything metallic unless you are absolutely sure that the power has been disconnected. The potato trick is the best and safest method.
