I too have wondered why my son did not have seatbelts on his school bus. In a vehicle filled with 60+ children, wouldn't you want them safe in case of an accident?
The answer I was given had to do with the possibility of a fire on the bus and the children not being able to get the seatbelt off to escape the fire.
