i'm planning to visit for a couple of days but i'm not sure if i need to apply for a visa

Monaco belongs to the Schengen Area, and Japanese citizens do NOT need a visa for travelling there. You will get your Schengen visa when entering the Schengen border or when arriving at an airport - no need to apply for a visa in advance unless you're not coming as a tourist or are planning to stay longer than 90 days (in the whole Schengen area!).
