The girl is definitely wearing fake eyelashes, topped with multiple coats of mascara.
Just so you know, falsies were wildly popular in the '60s and '70s, thanks to style icons like Twiggy. While the rest of the makeup is simple, clean and understated, fake eyelashes were often the focal point of face makeup.

Yes, some girls wore false eyelashes in the '70;s, but mostly it was a '60's thing. False eyelashes, heavy eye makeup, and pale lips were popular from 1966 through 1969. The Mod look was still around in the 1970's but less popular. I remember that red lips and nails came back in 1971 just before I graduated, and eye makeup had a more balanced look. Fewer girls wore false eyelashes, but there was one girl that worked for me in 1977 that wore authentic 1966 makeup including false eyelashes to work everyday in the semiconductor R&D lab that I supervised.

My own look is different, but I admired her for sticking to her own style regardless of what the fashion magazines said. Remember that fashion magazines, cosmetics companies, etc. are just trying to sell new products and would want you to thrown out all your old stuff.

I have experimented with false eyelashes a few times in to '90's, but it is a lot of trouble. I have noticed a few young girls at my office wearing them. Marlo Thomas aka That Girl certainly wore them as did Cher and Twiggy.
