A person who applies this practice is known as a gerrymanderer.

I accept that gerrymander originates to manipulate the boundaries of( a constituency etc )so as to give undue influence to some party or class, with Governor Elbridge Gerry of Massachusetts, on a historical basis.
However,it also relates to:
manipulate a situation etc, to gain advantage.
Also, in Roget's Thesaurus context:
gerrymander,interpreted as 698, to be
cunning & 930 improbity, underhand dealing,under-the-counter dealing, sharp practice, backdoor influence.
