For instance does the business necessarly need to depend on the mother company to advertise or can the franchise establish brochures and advertisements in its local vicinity?

Each company that sells franchises has its own rules. Some can, some can't.

When you buy a franchise, you will need to follow some rules:

1. promote the brand
2. if you own several other businesses or franchises, and if they know that you do, they will not sell you a franchise.
3. and, yes, franchise can and needs to establish advertisements in its local vicinity, though most likely designing your own brochures would like like against the copywrited laws... and company policies....
