No I've seen dumber but does it mean in the affected areas or some new ones.The headline caught your eye. That is what it was intended to do.

I think one in the Times many years ago beats it

Headlines are often written at the last minute in seconds due to time pressures. That means they sometimes come up a little short in the "sense" department.

My favorite bad headline in sports: when Roger Maris died, the headline was "Maris traded to angels."

A good double-meaning in politics (if you know the spouse's name): "Can't stand pat, Nixon declares."

Years ago I remember one of my teachers reminiscing about how the print media use to be much better and how the standard of journalism had declined. I thought she was looking back with rose tinted glasses. Now however.............
