Some people have told me to go into the run program and type in winsys or sysconfig, I was told how to do it but It has been so long since I needed to get into it that I have forgotten

Click on the Start button. When the menu appears, "Run...." should be one of the choices on the menu. Click on "Run..." and in the box that appears type "msconfig". If that is not the configuration you want, try "sysedit". Not sure which you are looking for....

If you want access to the taskbar on the lower right of the screen - Right click on the Start Button, left click on Properties, Select the Taskbar Tab and you will have access to functions Windows allows you.

It is not clear what you mean but ctrl+alt+del gets you into Task Manager. Typing msconfig in the run command gets you into the System Configuration utility. If you are not talking about either one of these, tell us what you are trying to do and somebody can point you in the right direction.

Are you talking about sysedit, not sure exactly what you mean by the system taskbar
