Vista is not the problem: it is just an operating system.
It won't allow you to correct images.
One of the best programs is Adobe Photoshop. Not cheap, but the best at manipulating images.

or just type paint.net in a search engine
after installing it open the picture in the program then go to layers in the menu and click on rotate/zoom
Then you can rotate the pictue either by using the round dial or typing the angle in the fine tuning section
The zoom feature to the right of the round dial allows a further option
