When do they feel it is necessary to do this?
"Your hired!" then they never call etc.....or they say they will call in 24 hours and totally don't do it.

As soon as they tell that you are hired, the next thing out of your mouth should be when do I start? In 9 years as a manager, I have never done this to anyone.

it is not often The Hedd and that i agree.She's maximum suitable on immediately. Why aren't you taking the initiative to call them? Managers are busy people. If a good amount of time has not elapsed. You need to call them.

In the US, if they say "you're hired" that's a legal contract. You can sue them if they don't actually do it.
