Has he paid it back? If the friend is paying it back promptly and it isn't a hindrance to you financially, then you you have already set a path in motion. Why is he borrowing? Is this a temporary situation and you know that he will be in a position to stop asking soon? If so, just make it clear that you are pleased that you are able to help, but will be glad when he is back on his feet.
If he is borrowing and there seems to be no reason save bad budgeting, you might let him know that you have a big bill coming up and you won't be able to help him anymore while you have your own financial need. This way, you aren't judging him or saying anything that will affect a friendship, but are making it clear that he will have to find assistance elsewhere.
If he is borrowing and not paying back or is paying back but you really financially can't afford to maintain this relationship, you need to explain that you can't afford to help any longer.

The fact that you ve already lend him money more than 5 times and he still keeps asking means, you really cant say no to him. When somebody like that would ask me for money and I had no way to deny him nor expect back my money that i ve already loaned him, then what i used to do is, I used to just call him and borrow money from him like i really need it for something serious. I d say, please lend me XYZ amount and I ll pay u back in a week, i promise. He doesnt have any money so he cant give. But when i did that for a week, he stopped asking me for more money!

Has he paid you back those five times? If so, then there's no problem as long as you feel comfortable with lending him the money. If he hasn't paid you back, then I would shut down the bank until/unless he pays you back. But don't be surprised if two things happen, he doesn't pay you back, and is no longer your friend.

You didn't mention as to whether or not he has repaid anything. If not, time to cut off the "gravy train."
