Release of pressure can lower temperature.
The refrigeration cycle:
Gas is compressed,
(this causes it to heat up from the energy used to compress it.)
The compressed gas is cooled to ambient temperature.
( This will happen because heat flows naturally from hot to cold, but it can be helped along by fans and a coil).
When the cooled, compressed gas is released into a low pressure coil it absorbs heat. This decreases the temperature . ("makes the low temperature".)

If pressure decreases,the temperature also will decrease only if the volume is kept constant.
