Not 256 'MB'PS, but it must be something like 1MBPS Download and 1MBPS Upload or something like that which adds upto 2MBPS. You need to contact your ISP. Check your speed at http://www.speedtest.net. The speed you're currently experiencing is very much lower than what you were assured.

get in touch with your provider and try ti find out whats going on.
may be its a temporary blockage.
