In "Space Oddity", Major Tom was a fictional character who was doomed to die in space.
A bit over a decade later, Bowie hit rock bottom with drugs so he fought and won the fight against drug addiction. "Ashes to Ashes" was about that battle. In the song, Major Tom was more of a drug object or entity who kept seducing him to come back into the drug world.

Major Tom is a fictional charactor created by David Bowie. As you state in your question He appears in the songs "Space Oddity" and "Ashes to Ashes." He is also referanced in the song "Major Tom" by Peter Schilling, and in the song "Mrs. Major Tom" by K.I.A..
Major Tom is a skewed representation of Bowie himself.

Bowie is refering to himself as Major Tom ...while high on a cocktail of drugs... just break down the Album name Aladinsane >>A..Lad ..Insane ...it was his wake up call to get off the junk and resume a music career because as this album was being recorded Bowie was penniless due to high concert costs and all the excessive sex drugs and rock and roll

While I can't say that I know what he is talking about, I always assumed that he was talking about himself while tripping on acid. It wasn't until I got older that I realized that Major Tom was a metaphor for someone who felt isolated or detached from society and lost all hope of returning to the innocence of childhood.
