If there are 15 bids in one project,
Does that mean that 15 of them make the project each other and
one of the project will be selected,and the maker of it will get the money?

I don't know what you mean by "make the project eac other" They all bid for aproject and one of them may be selected, if the customer is satisfied. And yes, if the project is successfully completed, the customer pays. Sometimes, problems crop up in payment and it may be a good idea to use the escrow option.

No, they are bidding and the person selecting will take one of the lower bids or one they know are most experienced and can make results. It's like when you have (sub)/contractors place bids to build your house or make repairs.
