I assume that you have tried rebooting the modem, and and associated router?

Test your speed with one of the free test sites.

http://www.speakeasy.net/speedtest/ is one I use.

There can be several reasons for the speed to be low. One could be a problem or lack of bandwidth capacity on the site you are downloading files from! If you have a router, and other computers are on your system, one or more of those could be using bandwidth!

You may have a spy or Trojan horse program on your computer that is using bandwidth without your knowing it!

Keep your firewall, antispyware and antivirus up to date. The Windows firewall is useless. You can download zone alarm for personal use for free
http://www.zonealarm.com/store/content/home.jsp

If your computer is clean of problems, and the test sites show that the DSL is slow, call your service provider!

Make sure you don't have a DSL filter installed on the main dsl cord running from the wall jack to your dsl modem. Also check the cord where it plugs in to the jacks both at the wall and at the modem to make sure it is securely plugged in. ( Cats love to play with newly installed cords. ) Another thing you want to check is that you have the provided filters on ALL of your phone extensions in the house. If all these check out, then unplug the AC power from the dsl modem and let it stay powered off for at least two minutes or so. Then replug the power back in and let it sync back to the DSL network before trying to access the internet. If you have the modem as part of a Home Network, also turn off the router while the modem is turned off and let the modem sync to the network (the green DSL light will glow solid) and then turn the router back on for the rest of the LAN. If these steps don't help, a call to your provider is probably needed.

Your question is a bit tough to answer, since there are a host of problems that can affect your internet speed. If its a hardware problem, check over your wiring see if everythings fitted nicely. Sometimes tangled wiring affects the speed. If its slow, completely turn off your modem for a minute, then let it reconnect to the service provider. Software-side check which programs are utilizing your network bandwidth. Its not a good idea to run a program which utilizies your internet connection while your determining your speed. Like MSN messenger, etc. Generally anything above 512k is sufficient for the average user.

Might be a temporary problem on your ISP's side.Or might be ur ISP gave away 700 just to show off ;).Anyway I guess what you mean is 45kbps(kilo bits per second).45kBps(kilo bytes ps) is 8 times more than that.
