can't answer the when question but I can hazard a guess as to why it doesn't retract fully. Odds are that either your foreskin is still adhered to the glans/head of your penis (that's the way it was when you were born) or the foreskin is too tight to retract (or a combination of both).
In either case, try taking warm baths and pulling back gently to the point where it starts to hurt a wee bit. Hold that position for a minute or more then release. Repeat several times.
You can also do this while not in the bath so try to do it several times a day.
Another thing to try is to insert one finger from each hand under the tip of the foreskin and gently pull outward, again just to the point wher eit starts to hurt. Hold for a minute or more, release and repeat. Also repeat this one a few tims a day. Oh, and don;t worry if you cannot get fingers in there yet - just use the first method for a while and fingers will fit in soon enough.
And there's nothing wrong with masturbating with a firm grip that causes the foreskin to move up and down as far as it can go.
Basically, don;t force it but work at it and you will achieve full retraction.

When you get aroused your foreskin should roll back exposing your glands head naturally, but from what I take from your question as your foreskin has never done so, gently push back your foreskin if it is hard a bit at a time till it rolls smoothly and normally with no pain, then you can also keep your glands head clean by washing rolling back your foreskin when bathing this is for hygienge reasons.
Yahoo Answers is really interesting, I find that a lot of people on here are always asking about circumcision, and people reply with how good it is, and it is needed for this at that, when for us here in New Zealand, circumcision is totally illegal, parents are told how to care for their baby's genitals in parenting classes, parents teach their children at the time of toilet training, and again hygienge is reinforced at Puberty classes and Sex Education, there is no issues of people having to get "circumcised later" or boys getting infections or anything of the sort, and no one knows what on earth circumcision is untill they are told by the educators in health class, that this is what they do in other countries, in place of daily hygienge, makes you think.

You don't give your age, but some guys can't retract their foreskins until they are in their late teens.
You do not need to get circumcised -- that is totally ridiculous!!
