First time I've actually heard of that. I'm white, my step-dad was black....i was called cracker but never wigger. That's a first for me!

Wigger is what white people who act and dress black are called.
There are stereotypes of the way black people talk, act, and dress, so if your white and follow these behaviors, your called a wigger. A white person who acts black.

Its not just because your white.

Where i come from wigger is used as a term for a white person doing things that are associated to black people, Eg a white person raping, or using term that a lot of black people use. Yes it is racist and stereo typing black people but it is used as i have told you .
And not to cause any offence it means white -****** and is shorted and comes out w-igger
