You would see mostly sky but there is also a little bit of reflection because of the light reaching the the boundary between air and water. The water has a higher index of refraction (based on the speed that the light travels through the medium) compared to air. When light reaches a boundary to something of lower index of refraction, there can be a total internal reflection. Basically some of the light from inside the pool would reflect back. Assume the water is perfectly still. Looking straight up, you would see exactly what you would see by looking up at the surface, except the longer wavelengths are absorbed by impurities in the water. As you angle away from vertical, you experience refraction, making things look smaller than they are, with cylindrical distortion. Farther from vertical, you get total internal reflection, and you see the mirror image of the rest of the pool. There, you get an unrefracted, undistorted image.

i know when i did that.... from in a pool with clhorene... the sky, cuz it was outdoors, they sky a little darker blue and kinda wavy
