This person keeps on calling me and i don't know who it is and he always says stuff like "I see you" and i hang up and he calls again....IS THERE ANYWAY 2 STOP THIS?

Call the police. You have a serious issue on your hands. Get caller id so you know the number that is calling. A cop can read him the riot act if they catch them calling. Make sure you lock your doors.

This may be serious and warrant the involvement of the police, and it may not. How long has it been going on? If the calls have been going on for a while and you have nothing else to indicate more is going on...than it's probably just harassment. Change your number to an unlisted one and give it out to just family and close friends.
Keep your eyes peeled though...ANYTHING that indicates someone is keeping tabs on you can signify that something ugly is developing. Put fresh loose dirt under any windows you have at ground level so you can check for footprints. Check your doors for evidence of tampering/attempted entry. Definitely start locking everything. Do not hesitate to contact the police regarding this, they can help you with other ideas to keep you safe.

It's probably someone you know. Making prank calls.
If not you're in big doo doo.
Go back and find out everyone who knows your number. I think UNKNOWN might be from paid phone machines on streets.
Or you can bluff and tell the guy police are coming. See if you see someone run from paid phone near by your house if there are any.

Go to a store and buy a whistle like the one used by sports referees. When he calls, have the whistle near the phone, pick it up and blow really hard into the mouthpiece of the phone. He won't call again.

Call both the Police and your phone company. Phone companies have all incoming and outgoing phone numbers stored instantly, even if they are private. The information from your phone company can be given to the police and the police can investigate, whilst protect you.
