If you don't live in Hawaii, where you can get it almost anywhere, then you will have to buy it. You can get Cordyline terminalis from most nurseries, as this plant is grown as a tropical plant. Do not substitute any kind of dracaena, which looks similar, but contains toxins that are harmful to humans.
Once you have a plant, you can propagate it by rooting a section of the trunk.
