The pasture is surrounded and divided by 5 wire electric fence.

I want to protect the horses from lightening. Horses are targets standing in pastures during lightening storms. Do electric fences act as lightening rods, or do they attract lightening?

Horses are generally pretty tough but is is good to make sure they are kept in a safe environment. Walk around the paddock and look for any rubbish such as glass, plastic, poisonous weeds, logs, wire or any other things the horses shouldn't eat or could injure themselves on. There should be no animal poo from other horses or cattle in the paddock because your horse could get worms or another disease. (Make sure your horse is wormed and vaccinated for tetanus and strangles). Its nice to give a horse some shelter by building a lean to but you should give it a rug. summer rugs are white cotton usually and protect from the sunlight, bugs and from scratches. a waterproof rug keeps the rain out but should be taken off if warm and winter rugs can be left on when cold. you should keep the horses feet well trimmed or shod. If you are really worries you can buy paddock boots to protect but are not necessary. Just make sure the fence is secure because they can get caught. Make sure you tell the neibours you have horses their and what they can and cannot feed them (ie not grass clippings from lawnmowwer) and they might keep an eye out for any probs.

Presumably you mean from the weather. I would recommend erecting a lean-to high and wide enough for the horses to be comfortable standing, facing away from winter prevailing winds. Because this will be the highest point around, I would equip it with lightning rods at both corners. If you roof it with wood rather than tin, it will be quieter, and the lightning rods will work slightly better. If you live in Tornado Alley, face the opening Northeast.

The fence being electric has nothing to do with it.Livestock are usually killed by lightning because they are under trees which attracts lightning because of their height.The horses are safer in an open field without trees.
