Possibly some low-level defect on the hard drive. The electronics work, but the drive inside is too badly damaged to be read. To test it, you can either download the utilities CD from the manufacturer's website (most have them), or download the Ultimate Boot CD, which contains the Utilities from multiple manufacturers. You can find out whether it has unrecoverable errors (most likely), and you may be able to format it with the utilities included on disk as well.

First make sure your mb bios and os support extremely large drives. Many Do Not Thats assuming your new drive is (250,300,500 ) Old or new, use hard disk manufacturers software and disk utilities from your A : drive First A:/delete C: *.* that clears the bootsector 2ND Delete partition , create partition and format partition for desired os. You may have to use multiple partitions. Use there disk utilities to diagnose and repair other problems Do not Low level format .Disconnect all other drives from motherboard before you format from your A: drive! If drive fails all diagnostics you may be able to replace it .I know Maxtor will. But get a RMA number first.

possibly if u are using windows XP, you will need SATA drivers on a floppy in order to detect the drive. that was the problem with mine. Check your manufactueres website
