When the Aztecs were wandering, searching for a new home, a seer told them that when they should see an eagle devouring a snake, that they must make their new home on that
spot. Sure enough, an eagle was spotted perched on a cactus on an island in the middle of Lake Texcoco with a snake in its beak. So, they settled on the island of the now vanished lake - the heart of modern day Mexico City.

First, the bird is an eagle. The tribe was the Aztecs. They were told that they would be guided to the place they could call home. . . and that they were to look for a sign: when they saw an eagle sitting on a cactus, with a snake in his mouth, they were to stop and settle their. That's what they did. There city was called Tenochtitlan....today's present day Mexico City.

The Meaning & History of the Mexican Flag - According to Aztec legend the people were wandering in Mexico in search of a sign that their god, Huitzilopochtli, had given them. He commanded them to find a Crested Caracara(the bird) perched on top of a cactus, devouring a snake. After two hundred years of wandering, they found the promised sign on a small island in the Lake Texcoco. Their search and wandering ended and they founded their new capital, Tenochtitl

When the Mayans needed a place to settle, their chief was sent a vision of an eagle on a cactus, devouring a snake. When they came to the lake that was where Mexico City now stands, he saw an eagle on a cactus, eating a snake, and decided that's where they needed to settle.

It's the symbol of the God the Indians were told would return to show them riches (i think) and someone saw a bird killing a snake and thought it was the God and when they found the Spaniards they thought they were the Gods because of the sign.
