Sure you can. I started on a freebie site very similar to Tripod. As the money started coming in, I switched to a paid site. Now I pay $7.00 a month plus $10.00 a year, and that gives me 3 domain names.

If you want to let people pay by credit card or debit card, or if you want to use a trusted partner like Paypal, you will have to pay, but nothing up front. It comes out of what you make. It's a very small amount.
