I can think someone is hot, but not fall in love.
Love means knowing them and caring for them VERY deeply, to put it lightly. Just seeing someone won't do that.

No. But sometime you will feel an attraction or a sudden interest in someone and you can pursue for a relationship with a great chance for something else happening.
