That really depends on the temperature of the tank without a heater. If it stays around 75-80F without a heater, you could keep any typical aquarium fish in it.

Check the temperature of your tank and look for fish that prefer that range. Remember to that in the winter the tank will probably get much cooler.

Generally speaking though, you can look for goldfish, white clouds, guppys, weather loaches and a few others that are common to pet shops as being good choices for aa unheated or "coldwater" tank.
