I place it over so that the next reach for it i don't have to grab under and tear at it until i get a piece to pull on. When it's under sometimes it gets lost so over it's always ready for action!

Over - It looks better that way
You see the pattern of the toilet paper rolling towards you instead of seeing it coming out up-side down.

I usually put it so that it pulls under, sometimes it goes on the other way

the cat prefers us to put it over so that it can unroll it and provide a separte but equally effective scratching post.
