I think1) is right,but i am not so SURE
2) i think president+Congress memeber are responsible for budegt process, right>>?

Yes, Congress makes all decisions regarding the budget and authorizes all borrowing or expenditures. Article I, Section 8 of the Constitution.

2. No. The president may submit a budget request, and many push for budget issues, or may veto a budget that doesn't meet his specifications. But Congress must be also approve everything, and could override the veto.

No , Congress helps write the budget, the president approves/disapproves it via Veto or signing it. He can make budget policy, and Congress can add things, or leave things out. It's a back-and-forth process.

ALL federal borrowing? No, the President can borrow some money for emergency spending. He doesn't need approval for some of that. But it's limited, and usually emergency related, from wars to natural disasters.

1) Yes, they have to raise the debt limit.

2) Partially, as he can approve/veto budgets. But Congress really has more part in shaping it.

pres. submits budget, congress must approve it, or congress passes budget hopes pres. doesn't veto it
