Hmm. that is a tough one. One guy shoves pills up his @s$, and shoots kids. The other jerks off on a girl's car door, and sells coke from the evidence bag. I think I would have to go with Keitel as being a bit more over the top. Bad Lieutenant was just such a twisted movie. At least The Professional had a lot of redeeming qualities about it. I can think of none from Bad Lieutenant. Oh, and it has become so hard for me to in the years since I've seen Bad Lieutenant, to listen to "Pledging My Love" by Johnny Ace. Too bad, it's really quite a good song.

The Professional was really a great movie but the Bad Lieutenant had some very disturbing scenes in it so i would have to say the Bad Lieutenant was more "over the top" Harvey Keitel was just bizarre. Gary Oldman was just intense

Both unforgettable. Keitel's because of that full frontal that should be on the cutting room floor and Oldman's because that role was a pretty big introduction to the mainstream for him. That role put him on my radar at least and I thought he was fantastic in that movie. Over the top? Yes. But it WAS a Luc Besson film.
