I know the entire transition thing so I have her in her original water bag, in the water, when can I let her out into the real water? Also is there a way if I can find out if she's a boy or girl?

Dechlorinator? No. I got the water from my sink not the pool.

*I'm pretty sure it's a girl.

- I don't have dechlorinator and I let her into the water. I don't have a filter, so I'll change her water manually once every about 2 weeks I guess?

You can let her in the tank after letting the bag sit in the tank water for 15 - 30minutes and putting little tank water in bag and letting it sit for another 5 minutes and then you transfer the fish to the tank with a net and discard the bag with the water.

Heres a link about the gender:

Edit:
You need a dechlorinator because the water have a little leftover from the cleaning process and is harmful to your fish. It helps neutralize the water from it. To be honest people only use it in new tanks and when they change the water. Its just a simple safety precaution.

If its already in the water and has no stress it will be fine.

Since there is no filter you need to change the water every 3 - 7days because of bio-load.

15 minutes is good. A few hours is far longer than necessary and if it wasn't packed with plenty of air in the bag it could be way too long. ALL tap water has chlorine in it. Not just pool water. You need to put dechlorinator in the water before putting the fish in. Don't dump the water from the bag into the tank. Net the fish and put it in.

Also, you need to have a good size tank, filter, and be prepared to change out some of the water often. Goldfish pollute their water very quickly.

Well, once you get the tank ready for the fish. Take the bag it's in, make sure it is still sealed with the fish in it, and lower half of it in the water. Be sure to let the water in the bag and the water in the tank become the same temperature so this doesn't shock the fish when you put it in the tank. The gradual change in the water temperature in the bag will help the fish adjust to the tank water. I suggest waiting a few hours to guarantee the complete change of water temperature and then putting the fish in the tank. Hope this helps.
