Or can you send the same ones to each college? Especially if they are mostly in the UC system?

If the questions are exactly the same, then yes. If not, you need three separate essays. Being able to answer the question asked is extremely important. If you write the same essay for all three (and they have different questions) the reader(s) may interpret it as 1) you didn't understand the question or 2) you were too lazy to write a different essay since this essay is clearly for college so and so.

You can send the same one, but you may have to modify it if it asks a different question. Some ask specific questions, but if the question is the same for the topic of the essay, all three can be the same.

As long as the prompt (the topic they want you to write on) is the same, you can use the same essay for all schools, even within the same system.

It's okay to have a general form, but it is worthwhile to have specifc and tailored letters to the different colleges because the schools are going to want to know why you're interested in them and how you will succeed as a specific student at their school.
