They have never seen a Swastika so how do they know if someone is breaking the no Swastika law?

I was born in Germany in 1981 and grew up here (in Germany). The first time I conciously remember I saw a swastika was in first grade when someone had drawn one on the board at school and our teacher got very upset and said that whoever uses this symbol wants to do the same as Hitler did, i.e. killing millions of people. I remember that the idea that some kid at my school might want to kill millions of people scared me. And I have seen many swastikas in documentary films and photos from that time, and on some things in museums.

It is only forbidden to show it as a political statement, like waving a swastika flag, drawing it somewhere or wearing it on your clothes. It is not forbidden to show it for exclusively documentary purposes in documentary films, books or exhibitions.

Sometimes the swastika is also used in anti-Nazi symbols, for example there is a symbol of a person throwing one into a trashbin. Such symbols were banned in Germany for a while but have been legalized again.

I'm quite sure every German knows the swastika and what it means.

The swastika is a very old symbol that is commonly seen in India and other Asian countries. The symbol was adopted by the Nazis and its use in flags, advertising, etc is banned in germany. It is not banned in films or books about the Nazis or the second world war and is commonly seen in such media. There would not be a German today who has not seen a swastika.

If they watch the History Channel, if they study history in school, if they play WW2 video games they'd easily recognize a swastika (Nazi Sign)

The german word for Swastika is Hakenkreuz, which describes it fairly well. (It means Cross with hooks)

Well obviously, you see it in history books, historical documentaries, movies taking place at that time etc all the time.
