Mexico is against capital punishment therefore they will not extradite someone who would possibly face capital punishment.
If someone kills a police in the U.S. and flees to mexico the mexican gvmt. will not extradite them because they would face capital punishment if convicted in the U.S. This seems unfair yet the U.S. does virtually the same thing. The U.S. traditionally will not extradite someone to a country if they feel that the individual will be tortured.

Canada has a much better police force and tracks people leaving the country much better than Mexico can

If caught in either country, you would be extradited (sent back) to the US because of your crime

from Mexico, you can go to other countries to complete your escape, or use your money to get well off and hide from the authorities

Actually, Mexico has much stricter anti-immigration laws than the US does.

Otherwise, the number of illegal aliens from other South American countries would be much higher -- Mexico catches many of them entering Mexico.
