who's was in charge of putting the Taboo into effect that whenever some1 uttered voldemort, protective enchantments would disappear and why would they do such a thing?

That happened after Voldemort took over the ministry of Magic. So it was the government, under the control of the death eaters that made his name a taboo.

The ministry, under the control of Voldemort, put the Taboo into effect. They did it because those loyal to Voldemort would never say his name. As the book tells us, only the members of the Order of the Phoenix said his name, and the Death Eaters wanted to kill them, so they made it easy to find the members by Tabooing Voldemort's name.

it was the ministry pretty much the death eaters though they had probably had many wannabe deatheaters at the time actually responding to it of course they would do such a thing because the order was known for uttering the name voldemort as if it were nothing

I would think that it would have to be the Min of Magic. it did say that voldy did have control of them... so I guess indirectly it was Voldy. But orders like that would have to come from the ministry.
