Because there are a lot of bad people out there who will take advantage of other people. People need structure and rules or else there will be bedlam.

The Government is supposed to be there to protect the people from other countries and protect the people from criminals. If there were no government we would not be free to walk down the street without getting robbed or jumped by some huligans. If the country was small with only like 200 people in it then Of course no law would be needed. But the more people you get the more crazies there are that want to hurt you.

To answer your question: yes. If there was no government at all it would be chaos and the guy with the biggest gun would win. Take a look at Russia. I am not a fan of too much government control but some order does need to be applied.
Who will if the government won't? You?

Yeah we could, and we would be free.
What happens is people realize they can be lazy and not work if they vote for bigger government and more control... until the government becomes so big, taxes are so high, and there is so much control that the tax base falls apart, and the government falls apart. Then there is a period of anarchy, then when the government is just starting, with only very loose and minor services, everyone is happy and free.

Without order the world would collapse into chaos. If you intend to beat your life on the decency of others then you will always be the last to drink at the watering hole. No, laws are necessary to keep the bad ones in jail, the neutral ones lean towards good, and the good happy. It's as simple as that.

Thomas Paine said, "Government is a necessary evil." If we didn't have it someone would come up, point a gun in your face and say I'm the government. Making wise choices makes you free. Living the laws of the land is one example of that.

Your history is a little off. I'm all for a small government, but too many people cannot take adequate care of themselves, let alone take care of one another.
One need only look at crime statistics to understand that people would only do more of the same if criminal acts were not considered illegal.

We most likely could not, as shown by books such as Lord of the Flies. It is necessary to have government, because without it, people could not get the necessary resources to survive.

It seems like a wonderful thought, but impossible in application. Without rules we tend to ack like animals. If we were all honest and kind and were helpful to others it would work. But we are not. Sorry, often things sound better in the mind than they are in action.
