the question maybe like this -15 - (-13)/(-8) - (-8)
by the bidmas rule u first do the division
-15 - (-8) - (-13)/(-8)
-15+8 - (13/8)
-7 - 13/ 8
(-56-13) /8
-69/8

but if u ask[-15 - (-13)] / [ -8 -(-8) ]
then the above answers of the other people is right

-15-(-13)/-8-(-8)

**2 negatives multiplied together makes a positive**

therefore:

-15-(-13) = -15+13 = -2

AND

-8-(-8)= -8+8 = 0

ANSWER --> --> --> --> -2/0

however you can not have a denominator of 0 therefore there is no valid answer

This is undefined since it required a division by zero
-2/0 is undefined.
However if it was in terms of limit it would be a different matter.
