No on both counts if it is done correctly. It needs to have air or it will smell. That means turning it reqularly and starting with the right ingrediants. Some green some brown material. There are recipes for starting a pile. You never put meat scraps in the pile, that will attract critters and smell bad. Only plant matter including kitchen scraps. There the drum type composters that will give the sense of being cleaner and or neater.

I personally don't like a compost bin as it does stink and looks ugly to me and I forget to turn the heavy pile and I have found a few snakes in it but , I am a big fan for compost and what I like to do is keep a small bucket with a lid on my kitchen counter and in the evening,I go and bury it right out in my garden . I am in the hot humid heat here and anything I bury is gone within weeks . I have cats and a dog but never have I had them dig anything up, I have buried fish guts ,hair and all kinds of table scraps except grease stuff without any problems. If I lived in a colder climate , I would bury in the row where I would be planting my next season plot.

If done right, it should not smell. Too much green or brown material, or even putting products that do not belong into the pile, can have an adverse affect on the compost pile.

As for bugs, I would not say armies, but they aid in the composting effect.

if you keep the lid down and do the composting properly,
there really isn't an odor involved -- you're doing what
naturally takes place on the surface of your lawn, only
you'll get the benefit of some very rich planting soil at
sompletion.

.no we don't have any smell with our compost bin, just turn it at least once a week so air circulates,a few bugs isn't to worry about.
