It would have helped if you had pointed out the color of the stripe behind each number -- they match the Irish flag (green and orange on the ends, white in the middle). A rather significant detail. . . that could basically give it away, even to someone who does not know or happen to recall the traditional # of counties in Ireland

It refers to Ireland.
The Republic of Ireland has 26 counties while Northern Ireland has 6. Together they make one United whole. I am guessing the person who the car belonged to was either Irish or just thought it would be funny.
