If you think that Cheney was actually president during Bush's "procedure" just because he was handed over the "presidential powers" for that short a period of time, you're sorely mistaken. Any constitutionalist would shoot that argument down in a microsecond.

William Henry Harrison (the shortest-term president)
Millard Fillmore (failed to win election as President as the Know Nothing Party... HOW can you do THAT?... besides he didn't do much with his presidency anyway)
Warren G. Harding (Due to multiple scandals involving others in his administration, Harding is ranked by most scholars as the worst President ever to serve. -- Wikipedia)
Rutherford B Hayes (won the presidency by only ONE electoral vote over Samuel J. Tilden...who actually won the popular vote... due to some "back-room politics" swung the electoral votes... see article below)
Now... why do our memories only stretch back as far as Carter, Clinton, Nixon, etc.... with all the rest of these "wonderful" nominees for "WORST President in US History"?

You will like this because I am a republican..while I am temped to say Nixon or Clinton....its gotta be hands down no bull chit the abortion known as George W Bush.If the Lord God Almighty suddenly came down and granted the power of human intelligence to Paris Hilton's left nipple ring I am sure it would make a far far better president than Bushie.

James Buchanan. His failure to act to stop confederate states from seceding gave those states time to from an army. By not acting quickly Buchanan cost 600,000 Americans their lives in the Civil War. You can't get much worse than that in American history.
