After the horendous crash of a helicopter carrying Bush to Crawford Ranch and the simultaneous hunting accident that slams the butt of a shotgun into Cheney's chest triggering a quadruple fatal heart attack - - - - Surgeons at Walter Reed restore the Historic Prestige of he Institution by grafting Dick Cheney's Head onto Bush's body, retaining the Bush Head, though it stops speaking much and mostly drools whereas the reinvigorated Cheney come's up with an eleventh hour 'Solution' to Rescue Iraq and a Greatfull Congress repeals that pesky ammedment against third terms, and in November 2008 America elects the new Bush-Chaney and their running mate Condoleeza Rice to the White House.....
A matter a semantics - - - WAS - - - Is ("depends what you define is as" Bill Clinton.....
James Buchanan was the worst, if Bush-Cheney ever relinquish the White House, then James Pack-my-Pie-Hole Buchanan will have to step down from his pedestal...

WOW. Cheney wasn't president for more than 2 hours and that's not really president... But did Cheney do anything good in his "presidency". Anything bad? No, he did nothing of either. So he could not be the worst.
And you should realize that Bush is doing the best he can...

Cheney is, has been, and never was president. He is Bush's vice-president, which is second-in-command under the president, who at this time is President George Bush.
The worst president was Andrew Jackson.

Cheney wasn't ever "President" so it would have to be Bush per your question.
Cheney had "power of the Presidency" transfered to him, much like you would have a lawyer give "power of attorney" to your spouse before an operation... but he was never sworn in as President.

Don't you know that its a little to early to judge anyone's presidency since Reagan? I am not surprised to see so many "Bush" responses. Good presidents are often polarizing. In fact, one president was so polarizing that half of the country seceeded when he took office. His name was Abraham Lincoln. It's only in hindsight that we learn to appreciate what a president has done.
As far as the worst president? Carter comes to mind. He's an example that sometimes the most likeable person can make the worst president. Hoover gets a lot of unwarranted votes for bad president because he was president when the stock market crashed. Buchanon gets bad president votes since he did not alleviate any of the pressure that was building in antebellum America. I am going to cast a controversial vote for FDR. But, my vote goes for his first two terms in office. His New Deal programs really did not end the Great Depression, it just disguised it. In his last terms he showed great leadership in WWII.
But, the wost president was probably Ulysses S. Grant. His administration was wrought with corruption. The only person immune to it was him. Grant's presidency was the worst, and not because of him, but because of his aides, ministers, and secretaries.
