- 2 < a + 3 < 8

Transpose 3

- 2 - 3 < a + 3 - 3 < 8 - 3

- 5 < a < 5

Subtract 3 from all three parts to isolate a:
-2 <= a+3 < 8
-3.........-3...-3
--------------------
-5 <= a < 5

(The dots are just to align the numbers.)
