Other than inform the boss of the apartment manager, there is not much that you can do.
A lease is a contract between the apartment and an individual tenant. If both parties agree, it can be changed including waiving certain provisions and tolerating breaches of the contract. The apartment manager is the agent of the owners of the apartment complex and is allowed to make decisions regarding the leases on their behalf. As such, there is nothing legally wrong with what he is doing (even though it may be bad business for the apartment complex).
The only people who can override the decision of the apartment manager are his employers who can fire him if he is violating their directives and policies. If his employers are fine with what he is doing, the only other options for tenants who do not like what he is allowing other tenants to get away with is to move to a different apartment.

If you can document the fact that this actually happened, you stand a much better chance of breaking your lease or getting whatever else you need from your landlord. The problem is, this is highly unlikely because landlords can make exceptions on a case by case basis. The fact is you are currently obliged under a legal agreement to fulfill the terms of the lease.
It also makes a big difference between the owner/management company of the property. If it is a larger company that own a few properties in the area or even in other states, they will typically have someone you can report such disparities to. If it is just a single owner or smaller management group, you might try threatening legal action if they don't grant you the same concessions. It is much more expensive for them to go to court and defend themselves than it is to just let you go.
If you have any problems from here on out, make sure to document it from this point out in as much detail as you can. Anything you have will give you additional leverage when it comes time to deal with your landlord.

It is within the discretion of an apartment manager to waive or enforce the terms of the leases for apartments.
He is not bound by precedent.

Swallow it - make friends with them - join their gang.
There is absolutely no point in trying to make an issue of it. You can only annoy yourslf by being involved with the unfairness of it all and wasting your time thinking about it.
Forget it -move on with your life - just be happy that you have a clear conscience.
