A, George B. McLellan. Winfield Scott was the commander-in-chief at the time under Lincoln, McDowell was the commander at Bull Run, and Grant did not "come East" to command the Army of the Potomac until the Wilderness Campaign.
McClellan was not the only choice, but he was by far the most professional and seemed to be the best general up to that point. He had fought Confederates in two battles in West Virginia before coming to Washington to assume command of eventually 100,000 men in the Army of the Potomac. He was also Commander-in-Chief for a brief time after Winfield Scott retired.

He was called to take charge at Washington after the disaster at Ist Bull Run, but his behavior toward Scott and the civil authorities was unpardonable. Now called "The Young Napoleon," he actively worked for Scott's retirement and was named in his place.

Lincoln didn't chose to use McClellan... he was forced to use the tools he had at hand.


If there had been any other man who could have rallied the troops at that point, Lincoln would have preferred to go a different route.
