Can I still access my files and programs on my internal while the external is running? Vice versa.

Yes. It works very similar to the way a USB Flash drive works, only it is a lot bigger (and more expensive) As long as the operating system that is on each of them can read the file system of the other (FAT32. NTFS. Ext3, etc..), you should have no problems.

Absolutely. An external HD is just an extension of storage attached to your computer. You can store files, programs, pictures; anything else that you have on your internal drive. They are also great for backing up your internal drive. Most drives come with drivers that allow you to just plug it in via USB and away you go. Some bigger drives may also need an external power source like an outlet. All files are accessible on both drives at the same time.

Yes, of course. There are many ways to do that. You can Click Start/Run - type in the name of the file or folder -
You can right click on the Start button and choose explore - looking in the 'C' drive - internal - and the external drive.

ya think of it as ur hard drive enclosed in a plastic box with a fan and power switch. ur os is set up so that a more than one hard drive can run internally and as many external drives as u can fit

It's additional storage that you connect using a USB port instead of attaching it to you ATA or SATA cable.

It doesn't stop you from accessing your local disk.
