You're going to have to be a little bit more specific then "it won't let me use it." Does Internet Explorer not start? You'll probably have to reinstall Windows. Are you not able to connect to the Internet? Check your network settings (make sure you are connected to the network, or that your dial-up connection starts automatically).

If you have used the set up wizard to choose your connection type, windows explorer is obviously opening up for you. If you are still having problem after this, click start, connect to and allow your cursor to stay on until 'show all connections' show up. Click on 'show all connections. Look for your local area connection, it should say 'connected', if it does, right click on it and choose repair. Click on repair and a box will open up that will initiate a repair on your Internet Protocol address. If it cannot repair your IP address, you have a connection problem.
Check to make sure that all plugs are plugged in, and that you have power to your modem.
Sometimes it helps to call your ISP, Internet Service Provider, like MSN, earthlink, or AOL, or Comcast, and have them go through the setup procedures with you. They usually have 24 hour support and a toll free number.
Hope this helps.

Using the Internet requires you go through the setup wizard first, to choose a connection type and save it. Open IE, selects TOOLS, then INTERNET OPTIONS, then CONNECTIONS, then SETUP. You can also do this through the Internet icon in the Control Panel first if you want.
