The answer to your question is that Bush cannot legally do that, because the laws do not allow it. The Constitution sets an absolute limit on end of term, not subject to alternation. (20th Amendment). And only Congress can change the date of the Election .
But Bush can (and I've been betting 50-50 for the last 8 months that he will) try to suspend the elections by some declaration of national emergency.
And then it becomes a question of whether the people will allow him to get away with that latest unconstitutional illegal action, or let it slide like all the others.

The congress would never stand for that! However in TX in 1869 governor EJ Davis that lost an election in 1871 did that by surrounding himself and the capital with the Texas Rangers. I think it lasted a few days but they got him out and he was considered a RADICAL REPUBLICAN. He was forced to leave TX or be jailed.
